Legislative proposals are always welcome in a country, as the future of citizens, businesses and the national economy in general depends on their implementation. Their effective implementation is the perfect choice for a state to build a balanced and respectable society.This was explained in detail by Bogdan Ivan from Romanian Campers, who dealt with the subject with reference to the legislative proposals for VAT reduction in the caravan rental industry during the event ,,Annual Caravaning Convention “”, 5th edition, which took place at Cortina Gate campsite in Vama Veche on October 6-9, 2022.Of the topics of discussion, one was directly related to the legislative proposals on VAT and the second was an idea or rather a dream. The dream originated from the simple fact that in 2005 – 2006, Bogdan attended a meeting at which the importance of the Sibiu and Bucharest Stock Exchanges, which were supposed to merge, was discussed, but in the end the merger did not happen. The subject is relevant, as there were other interests at stake, egos, which led to the dissolution of the Sibiu Stock Exchange, for example. At the same time, against the background of these problems, the need arose to study certain aspects related to renting, which is a fairly popular trend, namely the activity of renting motorhomes, which apparently allows you to create your own independence, but to achieve a certain degree of independence you need to have a considerable number of motorhomes to rent out, you do nothing with 2-3.The basic message that Ivan conveyed is that all the companies in Bucharest could quite simply join forces, either through a legal or at least operational form so that there are no longer 10, 2, 4, 6 cars, but the perfect choice is 50 cars.There are 3 proposals put forward by Bogdan during the event for reducing VAT on car rental:

  • Discussions between companies in Bucharest on how they can help each other in the field of car rental, in order to reduce VAT and exclude competition;
  • creating a group to share certain information or proposals with other members (“sharing” information on groups like Whatsapp, for example);
  • legislative proposals, which cover several issues:
  • VAT: VAT should no longer be 19%, but 5% like in hotels.
  • it would be healthy if the businesses, which rent out the parking lots, to classify themselves as hotel establishments, here you can make pros and cons;
  • detailed discussions with insurers and/or the Association of Insurers with a view to mitigating the risks related to the rental of cars by foreign nationals.

This being said at the event by Bogdan Ivan, the only thing left for the companies in Bucharest in the field of car rental in the field of car rental is to analyze very well how to start, to see the pros and cons and to make their best choice regarding the VAT reduction on car rental.
